Russian missiles hit apartment buildings in Ternopil, Ukraine, this week, far from the war’s front line. Dozens of civilians, including children, were killed.
Russia’s attack came the same week that the U.S. presented a peace plan that would hand President Vladimir Putin of Russia some of his major goals — more territory, a weaker Ukrainian military and no chance for Ukraine to join NATO.
